Should a promotion also merit an $11,000 raise for a soon-to-be human resources manager in the city of Watertown? That's what council members are debating in another piece of the lastest proposed budget.
For the past two years Matthew Roy has served as assistant to City Manager Sharon Addison. But he is set to become the HR manager and bump his pay from about $51,000 a year to over $62,000 -- with another $6,000-plus added in health coverage.
Councilwoman Teresa Macaluso argued at a recent meeting against that type of pay upgrade, while Addison pointed out that the would-be salary is similar to what other cities offer.
Council will meet again next week in an attempt to hammer out the final proposed budget.
