Rape charges dropped against St. Lawrence County man

Rape charges were dismissed against a St. Lawrence County man recently because the victim was unable to be reached.


According to the Watertown Daily Times, District Attorney Mary Rain filed paperwork to have the case thrownout because she couldn't reach the victim, who allegedly moved from the area. Forty-six-year-old Charles Manning of Norfolk was initially charged with felony first-degree rape after he was said to have had sexual intercourse with the then 12-year-old victim in 2011.

Paperwork indicates that the victim's mother told DA Rain that she would call, but that apparently never happened.
