E-Mails Show Rift Between Fire Department & City

7 News is reporting on a series of e-mails between City Hall & the Watertown Fire Department.

City Manager Sharon Addison sent a message to Fire Chief Dale Herman to find a new response model after eight fire captains were demoted to save money. Battalion Chief Tim Wiley emailed Addison that none of them support it. The city manager emailed him back blaming Chief Herman for a plan that failed to get firefighter support. Chief Herman says he came up with three options on Addison's orders but did not support any of them. The plan chosen, called Model 3, would have partially sidelined the department's heavy rescue truck. An email from Addison to Herman in June said, "as discussed and decided during our meeting today, Model 3 will serve as the interim solution." Later, Chief Herman emailed her saying Addison "inaccurately states that he recommended Model 3" and, "You and your advisors have rejected my opinion." Mayor Joe Butler Jr. said there is a "deep divide" over how to deploy firefighters, but emphasized that city hall wants a smaller fire department.
