They said it might open a couple of days early, and they were right.
The bulk of the work to replace a culvert under Route 11 just south of the city of Watertown has been completed.
That area of Route 11 has been shutoff since late July, with DOT officials originally claiming the work would be finished by no later than August 25.
Since the start of the project, traffic has been rerouted over toward Rices Road and on to Interstate 81, a move that created big headaches for area businesses along that stretch.
While the majority of construction is over, some minor work will continue in the following days.
