A change in zoning was granted in Black River to allow Stewart's Shops to begin a major construction project.
The store is looking to build a new 3,700-square-foot building behind its current location on Route 3.
Lawmakers earlier this week agreed to change the area to commercial zoning.
A small group of residents voiced concerns at a meeting this week about potential lighting issues and increased traffic.
A Stewart's representative indicated that the store will add in trees and it will have certain lighting facing downward to avoid creating disruption for neighbors.
Once completed, the store will look similarly to the Mill Street location in Watertown.
